Besom Herald Notifications was created by Selene
To all Heralds in the Outlands -- if your folk have their Names/Devices/Badges/etc. passed through the Laurel of Arms, and are waiting notification from the Besom Herald, there may be an issue with their emails. Upon inquiring, here is what I have been told:
Your Grace,
I have looked into it, and spoken with the webmaster for OSCAR (who is at the society level, and separate from the OCOH web) and he's been running into the same level of frustrations that you have been' people aren't getting the emails, and are grumpy with him for much the same reason folks are grumpy with you.
Sadly, the only way to get more messages accepted is for folks to check their SPAM folders, and mark the messages from OSCAR as "not spam" or whatever their chosen email service has an option for 'trust this sender'. Free email services like Gmail and Yahoo all have very restrictive email polices, because their users have been both a source and a target of so much bulk email over the decades.
The perils of this modern world, I fear.

I have actually been sending the Acceptances, Returns, and Pends in a timely manner, but these items frequently have not been read.

One way to 'whitelist' an email address is to send an email of your own to that address. This will add that address to your Address Book. Entries in the Address Book are usually skipped over for spam filtering.
